इसके लिए मेरे जैसे कुछ स्वतंत्र कार्यकर्ताओं ने एक कानूनी ड्राफ्ट तैयार किया जिसे यदि राज्य के मुख्यमंत्री या देश के प्रधानमंत्री राजपत्र में छाप दे तो ये कानून बन जायेगा।
